Budget Conferences 2020: Preparation of the 2021 state budget intensifies

The Budget and Commitment Plan Conferences were held from October 5 to 10, 2020 in the conference room of the General Directorate of Budget under the responsibility of the Minister of Finance, represented by the General Director of Budget.

In accordance with the provisions of Decree No. 2019/281 of May 31, 2019 establishing the State budget calendar, the 2020 budget conferences conducted jointly by the Ministry of Finance and the Ministry of Economy, Planning and Territorial Development are intended to examine, for fiscal year 2021, the draft budgets of institutional bodies, ministerial departments and other public entities.

The Budget and Commitment Plan Conferences are therefore a framework for presenting not only the budgeted programs in line with the orientations resulting from the notification of the budget envelopes, but also the structuring of the programs (objectives/results, indicators, target), after the distribution of credits.

Building on the achievements of the Enlarged Conferences on Budgetary Programming and Associated Performance (CEPPA), their objectives are to :

  • ensure that the administrations have taken into account all the observations and implemented all the recommendations made by the CEPPAs concerning the preparation of the budget
  • ensure that, by reframing their programming to the budget envelope allocated to the ministries under the final MTBF, the major balances and strategic and operational options decided upon during the Budget Orientation Debate (DOB) and the CEPPAs have not been distorted or modified
  • ensure, through the examination of the draft Performance Projects of the Administrations (PPA), that the administrations proceed with the final breakdown of the budget within the programs selected, in accordance with the orientations of the letters of notification of the budget envelopes and in compliance with the programming made for the first year of the final ministerial Medium-Term Expenditure Framework (MTEF)
  • ensure that the administrations have adjusted their results chains in accordance with the level of resources allocated to them;

During the work of these conferences, it was recommended to the administrations to insert the French and English version of their PALs in the PROBMIS application.
