LA DIRECTION GENERALE DU BUDGET

Foreword

In order to make it easier to understand how the State manages public money and to make budget information more accessible to the entire population, the Government has decided to publish the “citizens’ budget” every year. This document contains, among other things :

the main economic and financial objectives and indicators used as assumptions in drawing up the budget ;
the expected revenues;
the planned expenditure;
the programmes to be financed;
the fiscal measures envisaged.
Through this initiative, the Government shall apply Law N°2018/011 of 11 July 2018 on the code of transparency and good governance in the management of public finances in Cameroon.

The citizen’s budget is therefore a privileged and practical tool to present to the population the stakes of development, socio-economic problems but also the envisaged solutions. This document is designed to encourage the participation of Cameroonians in decision-making and to make the Government accountable in its budgetary choices. It facilitates citizens’ access to financial and fiscal information and enables them to assess the relevance of budgetary choices in relation to their expectations.

To make the citizen’s budget a document of commitment of my ministerial department to greater transparency and improvement of public service, the 2020 edition adopts a simpler and more accessible language, to present the way the budget is prepared and adopted but also the main lines, priorities and some important figures of the 2020 budget.
